Wat zijn Amerikaanse nationale bossen?
In de Verenigde Staten zijn Nationale Bossen gebieden van beschermd federaal land. Federale landen zijn eigendom van de Amerikaanse overheid en de nationale bossen worden beheerd door de US Forest Service, een afdeling van het grotere Amerikaanse ministerie van landbouw. Deze bosgebieden zijn grotendeels gereserveerd voor de bescherming van bosgebieden en waterbronnen, evenals voor het nodige hout. Tegenwoordig heeft de VS 154 nationale bossen, die 294.275 vierkante mijlen beslaan.
Geschiedenis van de Amerikaanse nationale bossen
In 1891 keurde het Congres de Forest Reserve Act goed, die de president de macht gaf om openbare bosgronden te behouden en te beschermen. Yellowstone Park Timber and Land Reserve werd het eerste National Forest op 30 maart 1891. Op dit moment was het Amerikaanse ministerie van Binnenlandse Zaken verantwoordelijk voor het beheer van deze openbare gronden. In 1905 stelde het congres de Transfer Act vast, die de managementverantwoordelijkheid overdroeg aan het Amerikaanse ministerie van landbouw en de Forest Service creëerde.
President Theodore Roosevelt wordt herinnerd voor het drastisch verhogen van het aantal Nationale Bossen tegen 1907. In reactie beperkte het Congres presidentiële bevoegdheden in dit opzicht. In 1908 reorganiseerde de regering het National Forest System. In 1911 wijzigde het Congres de Organieke Wet door extra redenen toe te voegen voor Nationale Bossen, waaronder: recreatie, graasdieren, bescherming van wilde dieren, houtbron en bescherming van stroomgebieden.
Waar zijn de nationale bossen gelegen?
Tegenwoordig zijn de 154 Amerikaanse nationale bossen gelokaliseerd in 40 verschillende staten. De 10 zonder nationale bossen zijn: Rhode Island, North Dakota, Maryland, New Jersey, Massachusetts, Kansas, Hawaii, Iowa, Connecticut en Delaware. Alaska leidt het land met het grootste gebied van nationale bossen - 21, 9 miljoen hectare. Californië staat op de tweede plaats met 20, 8 miljoen hectare en Idaho is derde met 20, 4 miljoen hectare. Bovendien heeft Idaho het onderscheid dat het grootste percentage van zijn totale oppervlakte wordt gedekt door National Forest - 38, 2%. Dit percentage wordt gevolgd door Oregon met 24, 7% en Colorado met 20, 9%.
Typen Amerikaanse nationale bossen
Het nationale bosbewakingssysteem van de VS beheert 2 specifieke soorten bossen: ten oosten van de Great Plains en ten westen van de Great Plains.
De bossen in het oostelijke deel van het land worden grotendeels beschouwd als bossen met tweede groei, wat betekent dat ze eerder werden geregistreerd en sindsdien zijn teruggekeerd. Dit staat in contrast met oudgroeiende bossen, die langere tijd ongestoord zijn gebleven. De meeste bossen in de oostelijke regio waren ooit in privébezit en werden in het koloniale tijdperk als belangrijke houtbronnen gebruikt. De Amerikaanse overheid kocht deze oostelijke bossen om de houtkap te vertragen en boshernieuwing mogelijk te maken.
Een groot aantal van de bossen in het westelijke deel van het land worden beschouwd als oude groei. Deze bossen zijn sinds de westwaartse uitbreiding eigendom van de Amerikaanse overheid, wat heeft bijgedragen aan het behoud van de particuliere houtindustrie.
Conflicten over Amerikaanse nationale bossen
Omdat resource-extractie is toegestaan in National Forests, ontstaan vaak conflicten over managementproblemen. Dit is uniek voor Nationale Bossen omdat het onttrekken van middelen niet is toegestaan op andere federale landen. Natuurbeschermers en milieuactivisten gaan vaak de strijd tegen houtkap- en mijnbouwbedrijven aan met betrekking tot bescherming en winning van de natuurlijke hulpbronnen die zich op deze federale gronden bevinden. De conflicten concentreren zich rond de noodzaak om bedreigde planten en dieren te beschermen, het belang van het onderhoud van oude bossen en de aanleg van toegangswegen door deze gebieden. Amerikaanse nationale bossen hebben een IUCN VI-onderscheid of een beschermd gebied met beschermde bronnen.
